So, IJ was about to run for office. But, someone decided that IJ,as the existing Finance Minister, was not talk enough or big enough to be the first truly Black Prime Minister whatever that means. So, they found a Spanish Town look alike  to take the daily duties and public appearances.  He was a municipal employee. The real IJ was sent to Toronto in 1990 to live in a Apple River 7th Day Adventist building in an apartment at the back. It helped since there were two IJ's for the price.
