Apparently, there is a WETA being proposed for the British Virgin Islands and various other former British protectorates such as the islands that were considered apart of the British West Indies.  They will guarantee certain U.N conventions, guarantee universal health care and a minimum subsistence income for all citizens.  This is in addition to housing.    The truth is that there will always be immigration since the developed world understands the size of the island and that it will always be  stressed for resources under a fertile and burgeoning population.      Just pay the West Indian Immigrants 3/4 what you pay the local high school students who graduated and who will earn a full wage regardless of their ancestry or you could treat the second generation West Indians who are European graduates in the same way you treat the immigrants; so that you might be superior.
